If you are already creating a newsletter and have completed the steps such as templates, design, settings (described here) and are wondering how to send the message to the tag, go to the Audience step.
In the audience step:
1. Click on Segmented
2. From among the segments, select manual
3. Then select "TAGGED" from the list
Here, consider whether, of the tags you have selected, you want the message to go to all the tags you have selected, to at least one tag from the tags you have selected or to users who you want to exclude.
5. Then select tags based on the preferences selected from the list
6. Go to the next step - summary
Decide whether you want to send the campaign right away or you want to schedule it.
Once you have decided when to send, click "Send" to send or schedule the campaign.
