Can't you select these "exit", and "hover" options in the pop-up?
If you see the following display actions grayed out in the pop-up in section 4 "settings"
hover
exit
This means that in the previous step "display" you chose to display on all devices or only mobile devices.
Pop-ups after these specified actions can only be displayed on desktop devices.
So if you want to use, either of these options follow the steps below.
1. Go to Onsite section
2. Select the pop-up you are working on
3. Go to the 3rd section - display
4. Click "desktop"
5. Go to the 4th section - settings
6. Select the type of action you are interested in, e.g. "exit"
